Learn how Special Needs Trusts can be used to protect inheritances for beneficiaries receiving needs-based public assistance. This program will show you when to utilize a third-party trust as well as when a first-party trust is required. An in-depth discussion with illustrations utilizing trusts, as well as sample trusts, will be provided.
This program will also feature discussions on sources of payment for long-term care, including long-term care insurance, Medicare, Veterans Administration benefits, and Medicaid.

MCLE Credit Caveat: The MCLE Board measures credits by the time you spend in attendance. If you enter a seminar late or leave it early, or both, you must reflect those adjustments accurately in the credits you report on your credit reporting form. A code will be given at the end of the seminar, which must be written on your MCLE form.

An attorney and a Certified Public Accountant, Timothy K. Palmer is a recognized authority on elder law in Virginia. As a speaker on elder law issues for the National Business Institute, the National Academy of Elder Law Attorneys, and the Virginia Certified Legal Education program, he has developed an extensive understanding of elder law issues and solutions.
Mr. Palmer serves as a Commissioner of Accounts for Circuit Court of the City of Suffolk. He also serves as a board member for Farmers Bank, the Western Tidewater Free Clinic, and Catholic Charities.
Carolyn A. White, Midlothian Estate & Elder Law, LLC / Midlothian
Carolyn White is managing partner at Midlothian Estate & Elder Law, where her practice focuses on estate planning, probate and administration of trusts and wills, long-term care planning, and elder law. She is certified by the Virginia Supreme Court to serve as guardian ad litem for incapacitated adults, and she is a member of the National Academy of Elder Law Attorneys.
An AV-rated attorney, Ms. White was selected by Virginia Lawyers Weekly as a Leader in the Law for the 2023 class. She is a past president of both the Richmond Bar Association and the Metropolitan Richmond Women’s Bar Association and a Fellow of the Virginia Law Foundation. She received the Richmond Bar Association’s John C. Kenny Pro Bono Award in 2021, participates actively with VCU’s Medical-Legal Partnership, and serves as a member of the Board of Directors of CancerLINC. She also serves on the Powhatan Board of Zoning Appeals.
