The Construction Law and Public Contracts Section of the Virginia State Bar specially designed this annual event in response to requests from practitioners for quality programming in the field of federal government contracting. Now in its tenth year, this four-hour seminar focuses on Other Transaction Agreements (OTAs) and Federal Set-Aside Compliance, and includes a review of recent executive orders and case law affecting government construction projects.

Cancellation Policy: Cancellation/transfer requests will be honored until 5:00 p.m. the day preceding the seminar. You will, however, be charged $60 if you cancel or transfer your registration to a different seminar after the link to the materials has been e-mailed by Virginia CLE®.
Full refunds or transfers are available up to two days after a webcast in the unlikely event that you experience technical difficulties.

MCLE Credit Caveat: The MCLE Board measures credits by the time you spend in attendance. | 10:45 | Review of Recent Executive Orders and Case Law Affecting Government Construction Projects This panel will discuss (i) the myriad Executive Orders issued by the Trump Administration affecting government contractors, including “DOGE”, “DEI”, and the preference for fixed-price contracting, among others, as well as implementation of those EOs by federal agencies and recent cases addressing challenges, and (ii) recent case law affecting government contractors, including the government contractor defense, supply chain security risks, and bid protests. |

| 12:15 | Federal Set-Aside Compliance: Performance of Work/Limitations on Subcontracting Audits and Compliance for Federal Construction Projects In this session, Government Contracts attorney Brad Reaves will walk through compliance with the all-important Limitation on Subcontracting, which impacts every contract awarded as a small business set-aside, SDVOSB, WOSB, 8(a), or HUBZone contract, including contracts awarded to Mentor Protégé Joint Ventures with large business partners. Attendees will leave with a more in-depth understanding of both the Limitation on Subcontracting and Performance of Work requirements for federal set-aside contracts, including rules for Joint Ventures, which are increasingly used on large set-aside contracts (including large-scale IDIQs, MACs, MATOCs, SATOCs, and other GWACs). |
