Special Needs Trusts are one of the most sought and least understood tools for elder law and estate planning. Learn how to leverage these documents to aid your clients in preserving or preparing for public assistance benefits such as Medicaid and Supplemental Security Income (SSI). The first session will both cover the theory of these types of trusts and provide specific drafting suggestions beyond the forms in the Elder Law Basics Handbook.
This program will also cover the basics of Medicaid long-term care: how Medicaid may pay for long-term care, what are countable and excluded resources, as well as what is a spend down.

Cancellation Policy: Cancellation/transfer requests will be honored until 5:00 p.m. the day preceding the seminar. You will, however, be charged $60 if you cancel or transfer your registration to a different seminar after the link to the materials has been e-mailed by Virginia CLE®.
Full refunds or transfers are available up to two days after a webcast in the unlikely event that you experience technical difficulties.
MCLE Credit Caveat: The MCLE Board measures credits by the time you spend in attendance. If you enter a seminar late or leave it early, or both, you must reflect those adjustments accurately in the credits you report on your credit reporting form. A code will be given at the end of the seminar, which must be written on your MCLE form.

An attorney and a Certified Public Accountant, Timothy K. Palmer is a recognized authority on elder law in Virginia. As a speaker on elder law issues for the National Business Institute, the National Academy of Elder Law Attorneys, and the Virginia Certified Legal Education program, he has developed an extensive understanding of elder law issues and solutions.
Mr. Palmer serves as a Commissioner of Accounts for Circuit Court of the City of Suffolk. He also serves as a board member for Farmers Bank, the Western Tidewater Free Clinic, and Catholic Charities.
Carolyn A. White, Midlothian Estate & Elder Law, LLC / Midlothian
Carolyn White is managing partner at Midlothian Estate & Elder Law, where her practice focuses on estate planning, probate and administration of trusts and wills, long-term care planning, and elder law, including serving as guardian ad litem for incapacitated adults. She is an active member of the Virginia chapter of the National Academy of Elder Law Attorneys. Given a chance, she’d bore you with fun facts about beekeeping.
An AV-rated attorney, Ms. White is a Fellow of the Virginia Law Foundation. She and her firm have received numerous recognitions over the years from Virginia Lawyers Weekly and Virginia Business, including as a Leader in the Law for the 2023 class and an Influential Women in the Law in 2012, as well as the Richmond Bar Association’s John C. Kenny Pro Bono Award in 2021. She serves as a member of the Board of Directors of CancerLINC and is a past president of both the Richmond Bar Association and the Metropolitan Richmond Women’s Bar Association.
