Faculty

Jeremy Ball, Williams Mullen / Richmond

Jeremy Ball has a sophisticated understanding of recent changes in the healthcare marketplace, and provides practical, solution-oriented advice. He represents a wide range of clients in the health care industry, including hospitals, physician practice groups, ancillary health care providers, managed care health insurance plans, and health care entrepreneurs. He advises clients on transactional, regulatory, and reimbursement matters, including mergers and acquisitions, joint ventures, licensure and certification, Medicare and Medicaid appeals, contract negotiation, HIPAA, and fraud and abuse issues. He received his LL.M. from the Judge Advocate General’s Legal Center and School with the U.S. Army, his Juris Doctor degree from the University of Virginia School of Law, and his Bachelor of Science degree from the United States Military Academy. Before entering the private practice of law, he served in the U.S. Army for 14 years. During that time, he served as a Field Artillery Officer and later as an attorney in the U.S. Army’s Judge Advocate General’s Corps; he also served as a professor of law at the Judge Advocate General’s Legal Center and School.

Jennifer Ligon, Williams Mullen / Richmond

Jennifer Ligon practices health care law at Williams Mullen in Richmond, Virginia. She counsels her clients in a wide range of regulatory and transactional matters, serving as a strategic partner to help her clients operate in a heavily regulated and ever-changing industry. She routinely advises hospitals, health systems, and physician groups on Certificate of Public Need (COPN) matters, state licensure compliance, and Stark Law and Anti-Kickback Statute compliance. She also provides general business and employment-related advice for physician groups and ancillary providers. She is an active member of the Virginia Bar Association (VBA), serving as the chair of the VBA’s Young Lawyers Division from 2019–2020. A graduate of the University of Virginia School of Law, Ms. Ligon is licensed to practice law in Virginia and New York and is an avid Syracuse fan. For self-care, she loves to read a wide range of books and go on walks.

Jamie Baskerville Martin, Williams Mullen / Richmond

For more than 25 years, Jamie Martin has provided strategic counsel to hospitals, health systems, academic medical centers, specialty and outpatient surgical hospitals, physicians and physician groups, and joint venture entities. The chair of Williams Mullen’s Health Care section, she advises hospitals on a range of state and federal regulatory matters; represents physician groups in a variety of transactional, operational, and regulatory matters (including Stark Law, Anti-Kickback Statute and licensure issues); and has an active and diverse Certificate of Public Need (COPN) practice. She served on the Board of Governors of the Virginia Bar Association (VBA) and is past chair of the VBA’s Health Law Section Council. She served as the advisor to the Virginia Secretary of Health and Human Resources’ Certificate of Public Need Work Group. She is a regular speaker at health care industry events, legal programs, and law schools. A graduate of the University of Virginia School of Law, she has three children and loves to travel, cook, do Pilates and yoga, and exercise outside.
