ABOUT THE SPEAKERS
William C. Cleveland, IV, Southern Environmental Law Center / Charlottesville
Will Cleveland is a Senior Attorney at the Southern Environmental Law Center in Charlottesville. His work at SELC focuses on promoting clean energy throughout Virginia, which involves litigation at the State Corporation Commission, collaborative efforts with the Governor’s administration, and lobbying at the general assembly. He is also a board member of the Virginia Conservation Network and the Local Energy Alliance Program.
Prior to joining SELC, Mr. Cleveland worked in Washington, DC, and Charleston, SC, on environmental litigation matters at two international law firms. He is a graduate of Middlebury College, from which he received a B.A. in 2004 and a Master’s degree in 2007. He graduated in 2009 from the University of Virginia School of Law, where he was a member of the Virginia Environmental Law Journal. He lives in Charlottesville with his wife and two children.
Hannah Coman, Apex Clean Energy / Charlottesville
Hannah Coman is Associate General Counsel at Apex Clean Energy, one of the largest clean energy companies in the United States with over 20 gigawatts of development projects across the country. She works closely with the business development team at Apex negotiating off-take agreements for wind and solar projects. She is also the Chair of Virginia’s first Clean Energy Advisory Board.
Ms. Coman previously worked at the Southern Environmental Law Center as the Virginia Solar Attorney, where she advocated for effective solar policy in Virginia and across the Southeast. Prior to joining SELC, she represented clean energy entrepreneurs and start-ups in commercial matters at an international law firm in Boston, MA. She is a graduate of Davidson College and Boston College Law School; her studies and work have focused on renewable energy for more than a decade, including studying renewable energy policy in Berlin, Germany, as a Fulbright Scholar.
Matthew L. Gooch, ReisingerGooch / Richmond
Matt Gooch is a clean energy lawyer who helps clients develop, build, and sell solar projects and battery storage facilities. He regularly advises clients regarding leases, land use issues, environmental regulation, and transactional matters such as construction contracts and asset purchases. He also helps energy businesses navigate Virginia’s Permit By Rule process and other regulations affecting renewable generators.
As a former Assistant Attorney General, Mr. Gooch was counsel to the Virginia Department of Environmental Quality’s Renewable Energy Division. He is a frequent speaker on matters related to carbon regulation, solar energy, and administrative law. He is a graduate of the T.C. Williams School of Law. After law school, he clerked for two years at the Supreme Court of Virginia for Justice William C. Mims.
William T. Reisinger, ReisingerGooch / Richmond
Will Reisinger is an attorney specializing in energy law and regulation. He advises energy businesses and non-profit organizations regarding regulatory, business, and policy matters. He represents clients before state agencies including the Virginia State Corporation Commission and the Virginia General Assembly.
Prior to entering private practice, Mr. Reisinger served as an assistant Virginia attorney general and as a staff attorney for a non-profit environmental organization. In 2019, he was appointed by Governor Ralph Northam to serve on Virginia’s first Clean Energy Advisory Board. He received his B.A. from Emory & Henry College in 2005 and a J.D. from Claude W. Pettit College of Law in Ada, Ohio, in 2008.
