Justin Dillon, KaiserDillon PLLC / Washington, DC
Justin Dillon is a partner at KaiserDillon PLLC in Washington, DC. He is recognized nationwide for his work representing students and professors in campus misconduct cases, which he and his firm have handled at more than 90 schools across the country. He was the first lawyer in the country to win summary judgment against a university on behalf of a student accused of sexual assault, prevailing against George Mason University in 2015. He has been published or quoted regarding campus sexual misconduct issues in more than a dozen national news outlets, including The Wall Street Journal, The New York Times, The Washington Post, and National Public Radio. He also has spoken on these issues before such organizations as the American Bar Association, the Association of Title IX Administrators, the National Association of Criminal Defense Lawyers, multiple state bar associations, and Harvard Law School. Immediately before joining KaiserDillon, Mr. Dillon spent five-and-a-half years as an Assistant United States Attorney in Washington, DC. He is a graduate of Duke University and Harvard Law School.
Barry T. Meek, University of Virginia, Office of the General Counsel / Charlottesville
Barry Meek serves as Associate University Counsel and Senior Assistant Attorney General at the University of Virginia in Charlottesville. He has served the University since 2005; his portfolio includes advice and representation of the University’s Athletics, Student Affairs, Title IX, Communications, Safety and Security, Police, and Emergency Management offices. He also represents the University’s College at Wise. In connection with the University’s Title IX operations, Mr. Meek advises the Associate Vice President for Equal Opportunity and Civil Rights, the Title IX Coordinator, internal and external investigators, and the University’s hearing chair and panelists. Mr. Meek’s responsibilities include review and implementation of the University’s Policy on Sexual and Gender-Based Harassment and Other Forms of Interpersonal Violence and the accompanying procedures for both students and employees; the legal sufficiency of Title IX investigations, reports, and proceedings; and advice on broader Title IX issues including equal opportunities for athletic participation and emerging gender identity issues. Mr. Meek formerly was in private practice where he advised clients on employment, contract, and intellectual property matters and represented them before state and federal courts. Mr. Meek received his law degree from the University of Richmond School of Law and his undergraduate degree from Roanoke College. He formerly was a police officer for the City of Roanoke Police Department.
Rhonda Quagliana, St. John, Bowling, Lawrence & Quagliana, LLP / Charlottesville
Rhonda Quagliana received both her Ph.D. and law degrees from the University of Virginia and her undergraduate degree from Tulane University. She is a partner with St. John, Bowling, Lawrence & Quagliana, LLP a litigation and business transaction firm that represents clients in state and federal courts in a variety of matters. She is an adjunct faculty member at the University of Virginia School of Law where she teaches trial advocacy. Ms. Quagliana serves as a substitute judge in General District and Juvenile and Domestic Relations Courts of the Sixteenth Judicial District. Ms. Quagliana has lectured on a number of topics, including the effective use of voir dire in criminal trials, litigating death penalty cases, and the importance of pro-bono efforts by attorneys in their communities. She has authored materials on such subjects as the recovery of damages in Virginia courts and criminal procedure. Her general litigation practice includes an emphasis on complex civil and criminal cases. She represents students in a variety of disciplinary matters including Title IX cases.
