Neal L. Walters, Scott Kroner, PLC / Charlottesville
Neal L. Walters is a graduate of the College of William and Mary (BA 1984), the University of Virginia, (MFA 1986) and Northeastern University (JD 1989) and a member of the firm of Scott/Kroner, PLC, in Charlottesville. After clerking for the Hon. James H. Michael, Jr., in the U.S. District Court for the Western District of Virginia, he served three years as a Staff Attorney for the United States Court of Appeals for the Fourth Circuit. Mr. Walters has been in private practice in Charlottesville since 1993 as a litigator, appearing as lead counsel in over 100 cases before the Fourth Circuit and numerous other matters in state and federal court. He was an adjunct professor at the T.C. Williams School of Law and was the director of the Appellate Litigation Clinic at the University of Virginia School of Law from 1995-2013. His firm represents developers, lenders and property owners in a wide range of real estate matters including zoning, financing, boundary disputes, title defects and other matters.
He presently represents a number of landowners whose properties lie in the proposed path of the Atlantic Coast Pipeline project in Nelson County, Virginia.

Max Wiegard is a Partner with the Roanoke law firm Gentry Locke. His practice is focused primarily on assisting clients with a variety of complex real estate, environmental, land use and zoning matters.
Mr. Wiegard has assisted companies and individual clients in a vast array of matters, including real estate and corporate transactions, zoning and land use proceedings and litigation, contaminated site transactions, Brownfield Redevelopment and adaptive land reuse matters, defense of civil and criminal environmental enforcement proceedings, environmental compliance and permitting matters, real estate litigation, environmental and toxic tort litigation, and public utility administrative proceedings.
His clients include real estate developers, heavy machinery and equipment dealers, chemical distributors, municipalities, wireless telecommunications carriers, as well as closely held companies and individuals.
Mr. Wiegard is a graduate of the Marshall-Wythe School of Law at the College of William and Mary and the University of Virginia. He and his wife have three young daughters.
Larry J. McElwain, Parker, McElwain & Jacobs / Charlottesville
Larry J. McElwain is a graduate of the University of Virginia (1970) and Boston College Law School (1975). He has been in private practice in Charlottesville since 1975. Since the formation of Parker McElwain & Jacobs in 1990, the bulk of Mr. McElwain’s work has been focused on real property, both transactional and litigation. He has long been involved in the real property Sections of the Virginia Bar Association and the Virginia State Bar. Mr. McElwain is an occasional guest lecturer on real property at the University of Virginia Law School, and for Virginia Continuing Legal Education Seminars, and has assisted with the organization and presentation of the Virginia State Bar’s Annual Advanced Real Estate Seminar for several years.
