Elizabeth Owens Bille, SHRM Associate General Counsel / Alexandria

Elizabeth Owens Bille, Esq. currently serves as Vice President and Associate General Counsel for the Society for Human Resource Management (SHRM).  In this role, she advises SHRM on internal legal compliance matters as well as provides employment law expertise to external audiences via presentations to SHRM members; national, state and local EEO officials; and the media.  Before coming to SHRM, Elizabeth served as legal and policy counsel to the former Vice Chair of the U.S. Equal Employment Opportunity Commission (EEOC), Leslie Silverman.  In this role, she counseled the Vice Chair and worked with the other Commissioners at the EEOC on matters related to complex litigation, subpoena enforcement, and the development of EEO regulations and enforcement guidance.  Before her tenure at the EEOC, Elizabeth was an attorney in the labor and employment practice group of the Washington D.C.-based management firm of Hogan & Hartson.  She has also worked at SHRM in its government affairs department, representing SHRM’s interests before Congress and at the state level on issues such as genetic non-discrimination in employment, equal pay, workplace violence, paid leave, and the like.

David A. Kushner, Willcox Savage / Norfolk

David A. Kushner is a partner at Willcox & Savage, P.C. in Norfolk, Virginia, where he practices Labor and Employment Law. He advises and represents businesses in all aspects of the employment relationship, including equal employment opportunity, civil rights litigation, trade secret protection and litigation, defamation litigation, employment policy consultation and drafting, drafting of employment agreements, and lawful documentation of the employment relationship.

David has successfully represented clients before the Supreme Court of Virginia, the United States Court of Appeals for the Fourth Circuit, and Federal District Courts throughout the Mid-Atlantic.
