Patrick T. Andriano, Reed Smith LLP / Richmond

Mr. Andriano is a member of the firm's Global Regulatory Enforcement Group in our Richmond office.  His practice focuses on education law, including the representation of school boards in special education matters.  Patrick regularly counsels school boards in claims arising out of the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act, and the Americans with Disabilities Act. Patrick also provides training to schools on dispute resolution, implementation of Section 504 of the Rehabilitation Act in Virginia’s schools, student discipline, and privacy and retention requirements for student records. Mr. Andriano has been with Reed Smith since 2005. Prior to Reed Smith, he was with Virginia Department of Education (2002). He was on active duty with the U.S. Marine Corps, 1988-1992.

 

John F. Cafferky, Blankingship & Keith, PC. / Fairfax

Mr. Cafferky's practice for the last twenty-six years has focused on education law, including advising local school boards, charter schools and private schools, and representing them in administrative proceedings, and state and federal trial and appellate courts. His representation has included the substantive areas of tort, Section 1983 or other claims against school boards or staff; student discipline; special education and disability law; employment matters; Freedom of Information Act; First Amendment and other Constitutional issues; and condemnation or other land use issues.  Mr. Cafferky earned his undergraduate degree from the College of William & Mary, where he was elected to Phi Beta Kappa.  He is a cum laude graduate of Harvard Law School.  He is past President of the Virginia Council of School Attorneys, and regularly presents on school law topics.

Angela A. Ciolfi, Legal Aid Justice Center / Charlottesville

Ms. Ciolfi is the legal director of JustChildren, a program of the Legal Aid Justice Center that focuses on improving Virginia's public education, juvenile justice and foster care systems. Her work for the program earned her the Oliver White Hill Award from the Virginia State Bar in 2003 and the Child Advocacy Award from the American Bar Association’s Young Lawyers Division in 2010. She joined JustChildren as a Powell Fellow in 2004 after clerking for U.S. District Judge Reginald C. Lindsay. Ciolfi is a graduate of The College of William and Mary and the University of Virginia School of Law, where she was a member of the Virginia Law Review, was elected to the Raven Society and Order of the Coif, and won the VTLA Trial Advocacy Award, James C. Slaughter Honor Award and the Pro Bono Award. At JustChildren, she has worked with a team of attorneys and organizers to develop and implement innovative strategies for strengthening the educational rights and opportunities for all students, including students with disabilities and students who are incarcerated, through policy advocacy and litigation. She also has provided individual legal representation to children and families in the areas of special education, student discipline, enrollment of special populations, dispositional advocacy for court-involved youth, conditions of confinement and post-conviction relief for serious youth offenders. She has provided training, advocacy materials and technical assistance on education law to lawyers and service providers statewide. Ms. Ciolfi is also a lecturer at the University of Virginia School of Law where she teaches a seminar on Special Education Law and supervises students in the Child Advocacy Clinic.

 

Ron Hager, National Disability Rights Network / Washington, DC

Mr. Hager is a Senior Staff Attorney at the National Disability Rights Network in Washington, DC.  He provides training and technical assistance to the P&A/CAP network on special education and assists in overseeing training and technical assistance to CAP. He has specialized in disability law, particularly special education, since 1979, when he started his legal career in Buffalo as a VISTA attorney. After that, he was a Clinical Professor at the State University of New York at Buffalo Law School for nine years, supervising the Education Law Clinic. In 1991, Mr. Hager moved to Neighborhood Legal Services (NLS) where he represented clients in a wide variety of disability-related cases. As part of NLS's National AT Advocacy Project, he also was a frequent author on disability-law-related issues. He was co-chair of the New York State Bar Association's Committee on the Rights of People with Disabilities for four years, and was the President of the Board of Directors of Autistic Services, Inc., in Western New York, for 10 years. Mr. Hager earned a B.A. in Psychology from the State University of New York at Binghamton and a J.D. from the State University of New York at Buffalo Law School.

Bradford A. King, Sands Anderson P.C. / Richmond

Mr. King received his Bachelor of Arts., cum laude, from Virginia Tech and his Juris Doctorate from the University of Virginia School of Law.  He is a shareholder at the firm Sands Anderson in Richmond, Virginia, where he leads the firm's education law team.  He has been practicing school law for nineteen years, and annually has been named to America’s Best Lawyers in the Education Section since 2010.  He also annually has been named to Virginia's Legal Elite since 2009.  Mr. King currently serves as lead counsel to approximately twenty Virginia public school districts, and routinely serves as special counsel to others on personnel, special education and governance matters. In addition, Mr. King is an eligibility hearing officer for the Virginia High School League (VHSL) and is a past Chairman of the Virginia Council of School Attorneys (COSA).  Before returning to law school, Mr. King served as the governmental relations officer (lobbyist) for the Virginia School Boards Association and the public information officer for the Charlottesville (Virginia) City Schools. Mr. King appears regularly on education law seminar programs throughout the Commonwealth. He is co-author of  “Constitutional and Statutory Limitations on Disciplining Public Employees for Speech and Off-Duty Conduct,” published in the National School Boards Association treatise Termination of School Employees:  Legal Issues and Techniques.  Mr. King’s practice also includes representation of other state and local government institutions, employment law, and general litigation.    Mr. King is the son of career public educators and, along with his wife, Angie, the father of four sons who attend the Hanover County Public Schools.

William B. Reichhardt, Law Offices of William B. Reichhardt & Associates / Fairfax

Mr. Reichhardt (Bill) is the principal in the firm of William B. Reichhardt & Associates in Fairfax, Virginia. He received a B.A. from the University of Virginia (1971); a M.Ed. degree in counseling from the University of Virginia (1976) and a J.D. from George Mason University School of Law (1983).  His primary practice areas include juvenile law, criminal defense, school law, special education, mental health issues and family law. In August 2006,   Mr. Reichhardt was appointed by the Chief Justice of the Supreme Court of Virginia to serve on the Virginia State Bar Professionalism Course Faculty.   Bill is a co-author of the Juvenile Law and Practice Handbook published by the Virginia Law Foundation and has lectured extensively on topics related to school discipline and the rights of children, special education, criminal defense practice in juvenile court, custody and support issues, and the laws of child abuse and neglect. He is the 2010 recipient of the Lewis F. Powell Jr. Pro Bono Award bestowed by the Virginia State Bar in recognition of his efforts to provide and support legal advocacy for children.

 

Nancy R. Tubbs, Legal Services of Northern Virginia / Fairfax

Ms. Tubbs has been a staff attorney with Legal Services of Northern Virginia for nearly 10 years.  She started the Education Law Project there to help low-income children who need legal assistance to get an equal educational opportunity in the public school system.  The project gives volunteer attorneys an opportunity to join with her in doing this important work. Ms. Tubbs graduated magna cum laude from Albany Law School in Albany, New York and St. John’s University in New York City. 

 

Adrienne E. Volenik, University of Richmond / Richmond

Professor Volenik received her B.A. from Marietta College and her J.D. from the University of Maryland.  Her career has been devoted to advocating on behalf of children. She is a former director of the American Bar Association’s Juvenile Justice Project and was an attorney with the St. Louis office of the National Center for Youth Law.  Before practicing law, she was a public school teacher. She currently directs the Education Rights Clinic at the University of Richmond’s Law School and served for six years as the Acting Director of its National Center for Family Law.   She is a member of the Richmond, Virginia area Trauma Informed Community Network where she serves as co-chair of the Education Workforce Development Subcommittee.  She also consults with state and local groups about issues that impact children and serves as a resource for organizations that support parents of children with disabilities.
