It is not improper per se for employees of a law firm to give Christmas

gifts of cookies valued at less than $10 to employees of a circuit court

clerk's office. The committee is of the opinion that a gift of such an

amount, to be divided among several employees, and given as part of the

normal Christmas spirit, does not amount to a gift of such value as might

give the appearance that the gift was made to influence official action. [
